About The Department

The FinTech Supervision function is responsible for the authorisation and supervision of entities operating under the Markets in Crypto-Assets Regulation (MiCA) and the Financial Institutions Act. The function also acts as the Authority’s centre of expertise on digital finance and FinTech-related supervisory and policy matters. The function also works closely with internal stakeholders, national competent authorities, and European institutions to ensure consistent, effective, and forward-looking supervision in a rapidly evolving digital finance environment.

About The Role

As an Analyst, you will be expected to:

• Possess a sound understanding of the Maltese Financial Institutions Act, the Markets in Crypto-Assets Regulation, the Market Abuse Regulation, and other relevant local and European regulatory frameworks applicable to the FinTech sector.
• Conduct research, analysis, and assessments on regulatory and market developments relating to Financial Institutions, Crypto-Asset Service Providers, and emerging financial technologies.
• Prepare, review, and draft reports, briefing notes, technical papers, policy documents, presentations, and recommendations for internal and external stakeholders.
• Contribute to the development, implementation, review, and maintenance of the Function's policies, procedures, methodologies, and operational frameworks.
• Participate in and contribute to MFSA cross-functional projects, strategic initiatives, and working groups, providing analytical and technical input as required.
• Represent the Function in internal and external meetings, including engagements with industry participants, national authorities, European institutions, and international bodies, as assigned by the line manager or the Head of Function.
• Support the preparation of the Function's positions and contributions to consultations, policy initiatives, regulatory developments, and technical discussions at local, European, and international levels.
• Monitor and remain informed of developments relating to FinTech, Financial Institutions, Crypto-Asset Service Providers, Distributed Ledger Technology, and related regulatory frameworks, assessing their potential impact on the Authority and the financial services sector.
• Liaise effectively with internal and external stakeholders to facilitate collaboration, information exchange, and the achievement of the Function's objectives.
• Analyse data, information, and market intelligence to support authorisations, supervisory, regulatory, policy, and strategic decision-making processes.
• Attend and contribute to meetings, training programmes, conferences, seminars, and workshops, both locally and internationally, as assigned by the line manager or the Head of Function.
• Undertake any other duties, responsibilities, or projects as may be assigned by the line manager or the Head of Function.
  
  

About You

We are looking for candidates with a solid academic background in financial services, accounting, statistics, or another related field considered relevant to the function and duties associated with this role.

The role requires an academic qualification in a relevant field of study at National Qualification Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional qualification at a comparable level.

You will also possess a minimum of three (3) years working experience in the area related to the role. Candidates with longer working experience relevant to the role will be preferred. Experience or background knowledge related to financial institutions and/or virtual financial assets will be considered as an asset for this role.

If you do not have the necessary academic or professional qualifications but you have at least seven (7) years of relevant experience, we would still be interested in speaking with you.
