About Us

The General Directorate of Financial Stability and Operations (DGSO) carries out a major part of its activities within the framework of the Eurosystem: implementation of monetary policy, conduct of exchange operations, management of reserves, promotion of the proper functioning of payment systems, and financial stability are among the areas in which DGSO is a major player.

The internship will take place within the Directorate of Innovation and Financial Market Infrastructures (DIIF) and more specifically within the Department of New Technologies for Market Infrastructures (STIM). STIM is responsible for research work on wholesale central bank digital currency as well as conducting experiments—national or international—on this subject. It also contributes to monitoring crypto-assets and defining the Bank's strategic orientations for innovations in market infrastructures.

The Role

The intern will hold the position of research officer and coordinator on innovations and financial market infrastructures within STIM. STIM's activities fall into two main categories:

  • Research work on wholesale interbank central bank digital currency (MNBC): this includes studies conducted for Banque de France itself, monitoring and tracking of other projects led by other central banks, and participation in international work—notably under the auspices of the Financial Stability Board (FSB) and the Committee on Payments and Market Infrastructures (CPMI).
  • Monitoring of crypto-assets, tokenized assets, and definition of applicable regulation for these new assets: crypto-assets, the emergence of distributed ledger technologies based on "smart-contracts," and innovations in finance pose new challenges for public authorities. Banque de France monitors these new developments to best leverage innovations while ensuring appropriate regulatory framework for new assets, as required by our mission to guarantee financial stability.

Responsibilities

  • Conduct monitoring on crypto-assets, tokenization, distributed ledger technologies (DLT) applied to finance, and work related to MNBC, with production of a weekly internal newsletter
  • Contribute to research work and committees/working groups led by the team
  • Participate in monitoring of experimentation projects conducted by the department
  • Participate in cross-functional work of the team
  • Provide occasional support to STIM in consulting assignments
  • Update the Banque de France MNBC web page
  • Monitor the crypto-asset and tokenized asset markets as well as MNBC initiatives worldwide
  • Maintain and update monitoring tables on experiments for steering meetings
  • Write analyses and cross-functional syntheses on topics related to crypto-assets, MNBC, and financial innovation
  • Participate in cross-functional work of the STIM team, notably through enrichment of its team website

Requirements

Student preparing a BAC +5 level diploma (grande école, master's degree, IEP, business school, etc.) with specialization in finance, economics, and/or public affairs, within the framework of a gap-year or end-of-studies internship.

Skills

  • Knowledge of crypto-assets, finance, and monetary issues will be an additional asset
  • Comfortable facilitating discussions, workshops, and group work
  • Strong sense of priorities and respect for deadlines
  • Comfortable in English, both written and oral
  • Excellent writing skills and strong analytical and synthesis capabilities
